Feature: Add automatic building of a windows installer (CPack/NSIS) and subsequently uploading it to Sciebo as part of CI after each commit to master

changes extetend cropRect by 0.3\*headsize in order to allow better tracking of ArucoCodeMarkers as marker is also visible for tilted heads.

- added Aruco Code dictionary dict_mip_36h12
- a new dictionary was added, that is part of die Aruco library but not part of the predefined Dictionarys in opencv
- corresponding test was added

2) Started combined detection of CodeMarker on orange head
   MAJOR BUG: CodeMarker is only detected if large picture is handed
over to detectCodeMarker-Funktion and not if a partial image is handed
over.

* Adds the CI configuration for building and unit testing on a arch linux machine as docker container.
* Adds the Dockerfile to create the docker image for the used docker container.
* Builds docker container via CI and uploads it to the GitLab container registry on changes to Dockerfile or new Branch

- petrack_core is no longer built using -fpermissive
- libelas is compiled as static library and then linked to petrack
- libelas is now turned OFF by default (since stereo functionality as a
whole is)
