Draft: Restructure of the 3rd party dependencies

Directory 3rd-party now contains the git submodules, and is directly in the repository. Directory 3rd-party-binaries contains content of the petrack-3rdparty repo, e.g., windows binaries of OpenCV (internal use)

ToDo:

  • change branch of binary repo to master/main when the corresponding MR is merged
