Remove Boost dependencies from Base

Ammar Nejati requested to merge replaceBoost_Base into develop

The Boost dependencies are removed from BornAgain/Base. The depedencies were in Base/Utils/StringUtils module which used boost/algorithm/string. The Boost dependence is also removed from the corresponding CMake script.
