Draft: Apply detector resolution to offspec simulation (after !2896)

Only alpha resolution is accepted, because we integrate over phi anyway.

• zero resolution is allowed
• offspec instrument accepts resolution in GUI
• DetectorItem is a base for ScatteringDetectorItem and OffspecDetectorItem-
