The module is used only under Windows.

Also, renamed `findPkgVersion` -> `find_pkg_version` for conformity with
CMake function names.

This module is a simple replacement for `PkgConfig`.

`PkgConfig` works properly only on Linux. On Windows, there is no guarantee that
it works properly. It is also not necessary.

With the new compiled Boost on the Windows machine, there is no need to add
zlib, bzip2, lzma, and zstd as extra dependencies. The compiled Boost binaries
include `libboost_zlib` and `libboost_bzip2` (lzma and zstd are not required).
