Change from arch docker to ubuntu

Currently there are issues regarding the latest version of glibc (2.33) which cause the container build and hence the whole pipeline to fail. As the described bug seem not be fixed soon, we will abandon arch tests for now and switch to Ubuntu 20.10 (not LTS!) for the linux tests.
