Annotations are not added

Currently annotations are not added at all.
podman image inspect jugit-registry.fz-juelich.de/iek-10/public/developer-tools/gitlab-ci-components/container/main should list the set annotations but doesn't. Probably an issue because of working with Manifest list and not an Index
